Where We Are Now:
Santa Cruz County is currently operating under the new California Blueprint for a Safer Economy. The current risk level is: SUBSTANTIAL, and is updated every Tuesday. The City of Santa Cruz is on track with the State as far as what is allowed to reopen now, and businesses are encouraged to check the State's link provided above for further details.
The City and County do not need to provide approval for businesses to reopen. It is the business's responsibility to review the appropriate guidance for their industry and develop a reopening plan accordingly. Additionally, please check the State's website for the latest information on specific industry guidelines.
The New California Blueprint For a Safer Economy:
Governor Newsom announced the release of industry guidance to help businesses reduce risk and establish a safe, clean environment for workers and customers. Read the guidance, find industry-specific checklists, and learn more about the Blueprint for a Safer Economy.
Before reopening, all facilities must:
- Perform a detailed risk assessment and implement a site-specific protection plan
- Train employees on how to limit the spread of COVID-19, including how to screen themselves for symptoms and stay home if they have them
- Implement individual control measures and screenings
- Implement disinfecting protocols
- Implement physical distancing guidelines

Guidance for Reopening
The State, County, and City are working to provide guidance to businesses for reopening. The following resources are available for Stage 2 businesses.
California's Blueprint for a Safer Economy
Californians have been staying home and saving lives since the start of our statewide stay-at-home order issued on March 19, 2020. These efforts have allowed the state to move forward on our roadmap for modifying the statewide order.
Businesses Allowed to Reopen
The following list of businesses, establishments or activities qualify to reopen upon certification that the county meets CDPH criteria and implement the relevant Industry Guidelines.

The Blue Check Program
The County of Santa Cruz designed a program to protect the community's health and safety by providing an easy way for businesses to volunteer and identify themselves to customers as following public health guidelines.
